On D. 57 which is not at present available, there is a paper from D.l.I., India, indicating that B.A.A.G. is likely to continue its organisation after the liberation of Hong Kong and stating that few of its Officers, therefore, will be available for civil affairs duties. I understand from Mr. MacDougall that Colonel Ride is believed to be anxious to remain in charge of it. The proposal that he should head the emergency unit has not, course, been put to him yet, though one gathers that he is aware of the idea.

When the War Office have agreed to the despatch of the telegram (16) proposing this emergency unit, we should perhaps send a copy of it to the
Foreign office.

Hearthile I submit a draft letter for Sir G. Gater's signature to Sir F. Bonvenschen since this was promised in his letter at (15). I had helä up the original draft letter in order to corollat it with the action which the Foreign Office were taking in regard to the proposal that British Civil Affairs Officers should be included in a proposed Liaison Mission with Chinese Army Headquarters in China In fact, however, this proposal has not yet been accepted (Mr. Sterndale Bennett's letter to lir. Gent at (34) on D.42/3) and the proposal for the Hong Kong Emergency Civil Affairs Unit had, therefore, petter be pursued indepantently.
